Thoroughly explore the Spires of Deshar; you'll eventually discover a shrine resembling the image above. Activating the shrine triggers a combat encounter with metallic automatons. Using a checkpoint near the exit allows for quick access to the shrine if you inadvertently bypass it.
Interacting with the Sisters of Garukhan statues immediately grants the +10% Lightning Resistance buff.
