**Players & Cards**
Tong-Its is exclusively for three players, utilizing a standard 52-card Anglo-American deck without jokers. The cards rank from Ace to King, with Aces valued at 1 point, Jacks, Queens, and Kings at 10 points each, and other cards at their face value.
**Objective**
The goal is to form sets and runs through drawing and discarding, minimizing the count of unmatched cards in your hand. A run comprises three or more consecutive cards of the same suit (e.g., ♥4, ♥5, ♥6 or ♠8, ♠9, ♠10, ♠J), while a set consists of three or four cards of the same rank (e.g., ♥7, ♣7, ♦7). Note that a card can only be part of one combination at a time.
**The Deal**
The dealer is chosen randomly initially and then rotates to the winner of the previous hand. Cards are dealt counterclockwise, starting with the dealer who receives thirteen cards, while the other players get twelve. The remaining deck forms the stock, placed face down.
**The Play**
Each turn includes:
**Draw** - Begin by taking a card from either the top of the stock or the discard pile, adding it to your hand. You can only pick from the discard pile if you can create a meld, which you must then expose.
**Exposing Melds** - You may choose to expose valid melds (sets or runs) on the table. Exposing a meld is optional if drawn from the stock, but at least one meld must be laid down to open your hand. A special case allows you to lay down a set of four face down if not drawn from the discard pile, keeping it secret for bonus payments.
**Laying Off (Sapaw)** - Optionally, add cards to existing melds on the table, whether yours or another's. There's no limit to the number of cards you can lay off in one turn, and you don't need an opened hand to do so. Laying off on another's meld prevents them from drawing from the discard pile on their next turn.
**Discard** - Conclude your turn by discarding one card from your hand onto the discard pile face up.
