First, you need to unlock Sandy. This happens between levels 20 and 29. You gain two new animal friends per level in this range, so Sandy's appearance is unpredictable within this level bracket.

Once you've met Sandy, focus on completing her requests and engaging with her whenever she appears on your map. To invite her to your campsite, you must reach Friendship Level 5. This requires crafting several pieces of furniture:
