Remember, this list is subject to change with game updates and new character releases. Even B or C-tier characters can clear PvE content, but S-tier characters are ideal for min-maxing.

S-Tier Characters
Top-tier reroll targets include Beryl (a powerful Destroyer-type DPS), Col (a high-damage rogue with potent kill-confirmation mechanics), Gloria (a versatile support/DPS with strong Flag buffs and damage output), and Inanna (a reliable healer summoning a controllable tank). Edda excels as a support, particularly enhancing magic teams. Cocoa is a strong tank offering significant utility through heals and buffs/debuffs. Saffiyah (versatile Seeker) and Auguste (top Breaker DPS, ideal for auto-play) are considered game-changers.
