Sources confirm to IGN that Xbox studio The Initiative has shuttered amid widespread Microsoft layoffs, effectively canceling the troubled Perfect Dark reboot.
The Perfect Dark cancellation forms part of Microsoft's escalating restructuring, with reports indicating over 9,000 employees facing job losses. Reliable sources reveal Rare's Everwild has also been axed, while Candy Crush creator King and Bethesda's London office suffer significant cuts.
Perfect Dark's absence became notable during Microsoft's June 2025 showcase, following its high-profile gameplay trailer debut the previous year showcasing protagonist Joanna Dark's return.
The Initiative, established by Xbox in 2018 to helm Perfect Dark's development with Crystal Dynamics' support, joins the growing list of casualties. The original Perfect Dark launched on N64 in 2000 under Rare's development - a studio that survived today's cuts.
In an internal memo obtained by IGN, Xbox head Phil Spencer avoided specifics, stating: "Team leaders will communicate organizational changes in coming days."
Spencer's full message to gaming staff follows:
Today's difficult decisions reflect our commitment to Gaming's long-term success. To focus on strategic growth areas, we're scaling back certain operations while streamlining management structures. Specific implementation details will come directly from your leadership teams.
We're making these choices from a position of strength - our platform engagement and game pipeline have never been stronger. Current success stems from past difficult decisions, and today's actions will position us for future growth. Our strategy prioritizes high-potential opportunities while meeting corporate expectations.
This restructuring in no way diminishes our appreciation for affected employees' contributions. Our achievements directly result from their talent and dedication.
HR teams are providing comprehensive support including severance packages aligned with local regulations, continued healthcare benefits, and priority consideration for open Gaming positions.
We move forward with profound gratitude for everyone who helped build our gaming community.

Since acquiring Activision Blizzard for $69 billion, Microsoft has implemented multiple gaming division cuts: 1,900 layoffs in January 2024, followed by closures of Arkane Austin and Tango Gameworks. Additional reductions occurred in September 2024 (650 positions) and May 2025 (6,000 jobs). Today's cuts mark Microsoft Gaming's fourth restructuring in eighteen months.
Speaking with IGN last June, Phil Spencer acknowledged: "Running a sustainable business requires making unpopular decisions - responsibilities I don't take lightly."
These workforce reductions precede Microsoft's confirmation of next-generation Xbox development and its upcoming gamescom showcase presence.
